With three decades of diverse leadership experience across enterprise architecture, solution design, product development, and large-scale program delivery, Avijit Dhar serves as the Executive Director & Chief Technology Officer at Primus Partners. His career spans the successful execution of complex technology initiatives for governments, multilateral agencies, and private sector organizations across India, the United States, United Kingdom, Jamaica, Bhutan, Bangladesh, and the Commonwealth of Dominica.

Before his current role, Avijit led the Project Management Unit for the Ayushman Bharat Digital Mission at the National Health Authority, Ministry of Health & Family Welfare. Managing a multidisciplinary team of over 200 members, he oversaw the development of the nation’s integrated digital health infrastructure, including key building blocks such as ABHA (citizen health identity), Health Professional Registry, Health Facility Registry, and Health Information Exchange & Consent Manager. His tenure saw the seamless integration of government apps like CoWIN and DigiLocker with private Personal Health Record platforms under a secure consent framework.

As CTO and Head of the Project Implementation Support Consultant team for the Caribbean Digital Transformation Program in Dominica, Avijit has been instrumental in designing the functional and technical specifications for national digital transformation tracks. These include unique identification, civil registration, health management information systems, and bulk disbursement digitization. Parallelly, as Enterprise Architect for the Asian Development Bank–funded NCDC strengthening project, he has driven design & development of health systems such as the Laboratory Information Management System.

Earlier in his career, Avijit served as Technical Director at KPMG, where he spearheaded technology and architecture solutions for flagship e-governance and public service delivery programs. His work included the MCA21 V3 corporate affairs transformation, architecture and quality assurance for the UMANG citizen services app, and blockchain-based payment innovations like the Bhamashah Wallet for the Government of Rajasthan.

Avijit’s international portfolio includes leading large data warehousing and business intelligence implementations for telecom, banking, and retail clients, such as Digicel (Jamaica), BKash (Bangladesh), Rogers Communications (Canada), and NBTY (USA). In Bhutan, he directed multi-year ERP deployments for the Royal Monetary Authority, while in the UK, he managed enterprise systems for Safestyle UK Plc.

A consistent theme in Avijit’s career is his expertise in digital public infrastructure, GovStack frameworks, cloud solutions (NIC, AWS, Azure), microservices architecture, big data, analytics, and mobility. He has worked extensively on database design, data virtualization, ESB, BPM, SOA, SSO, IDM, and enterprise portal solutions, combining technical depth with strategic program management
