Mr. Vinay V. Singh, a Certified Public Accountant, has joined as the Managing Director for Primus Partners (US Office).  With over 25 years of leadership experience spanning accounting, finance, technology, and operations, Mr. Singh gained expertise in navigating complex projects with various government stakeholders, particularly in infrastructure and smart cities.

Before joining Primus Partners, Mr. Singh served as the Chief Financial Officer at the U.S. Department of Housing and Urban Development (HUD), where he also held the position of Chief AI Officer. Appointed by President Biden and confirmed by the U.S. Senate, he spearheaded initiatives to develop safe, secure, and trustworthy AI systems, in line with Executive Order #14110. His work at HUD focused on driving the Department's mission of creating strong, sustainable, and inclusive communities through fiscal stewardship, while also enhancing compliance frameworks to support affordable housing.
Prior to his tenure at HUD, Mr. Singh held the position of Chief Operating Officer and Partner at KPMG India, where he led diverse teams to drive operational excellence across the firm. His extensive experience in the private sector spans financial reporting, business process design, IT and business auditing, governance, risk management, and large-scale technology implementations (Oracle, SAP). A consistent theme throughout his career is his expertise in Program, Process, and Project Management.

In addition to his role at Primus Partners, Mr. Singh serves as the Chief Executive Officer of Velocity Group Solutions, LLC, a consulting firm based in Pennsylvania. Through Velocity Group, he partners with global organizations on transformation and leadership, with a focus on AI, data, finance, operations, and technology. He also consults as Chief Strategy Officer for Technuf.

Mr. Singh’s career further includes significant contributions to the U.S. Small Business Administration, where he played a pivotal role in transforming the Office of Disaster Assistance, as well as his work with the International Trade Administration. 
Originally from Bangalore, India, Mr. Singh has lived in Germany, Canada, and the United States, with a particular fondness for his time in Dover, Pennsylvania, where he developed a deep appreciation for the strength of connected communities. His passion for public service and his ability to drive impactful change have been central to his success across various sectors.
