Primus Partners in its new report explores a a family-based repository for social protection and welfare delivery, supported by unique family identities. This is crucial in India due to significant welfare spending (₹13.7 lakh crore in 2023-24) and the need for accurate targeting based on family-level quality-of-life parameters. Such an approach better reflects true socio-economic needs and improves scheme impact, with global examples like Brazil and Haryana demonstrating its effectiveness. States should be empowered to define family membership guidelines, invest in robust consent management in line with the Digital Personal Data Protection Act 2023, and safeguard repository data through legal backing, while leveraging managed/shared infrastructure, rather than local hosting, to optimize cost, security, and risk management in delivering welfare benefits
