States should be empowered to define family membership guidelines, invest in robust consent management in line with the Digital Personal Data Protection Act 2023, and safeguard repository data through legal backing, while leveraging managed/shared infrastructure, rather than local hosting, to optimize cost, security, and risk management in delivering welfare benefits
