To ensure cities are fundamental in accommodating as well as enabling the demand of rapid urbanization and quality of life, there is a necessity to embrace a bottom-up approach, concentrating on the local level of government and empowering them to serve as effective city managers for further development.  
Primus Partners assisted Government of India in conceptualization of capacity building strategies, implementation framework and strengthening the supply side of ecosystem of capacity building to conceive a rule based ULB to role based ULB. With a goal to institutionalize Urban Capacity Building at scale across all 3 tiers of Urban Governance, Primus is assisting CBC to achieve the following outcomes,
