Background
The agriculture sector in India faces various inefficiencies, such as low productivity and data fragmentation, that hinder its growth. With the emergence of new technologies like Artificial Intelligence (AI), Machine Learning (ML), and Data Analytics, there is an opportunity to streamline operations, enhance productivity, and drive decision-making. The State Government and the Central Government sought to leverage these emerging technologies to address these inefficiencies across agriculture, health, education, and skill sectors. To achieve this, a strategic roadmap was required, identifying potential areas where AI and data analytics could create significant impact.
Our Approach
To address these sectoral challenges, Primus Partners undertook a comprehensive study of existing schemes related to agriculture, health, education, and skill development, focusing on identifying areas where AI, ML, and data analytics could be applied. Our approach included:
- Study of Existing Schemes
We conducted a detailed review of the schemes under the Central Government and the State Uttar Pradesh to assess their current digital capabilities and explore how technology could be integrated for better outcomes. - Identification of Emerging Technology Areas
We identified key areas within various ministries where AI, ML, and Data Analytics could be implemented to improve productivity and efficiency. This included an assessment of the data available, its quality, and recommendations for data collection improvements. - Scope of Work (SoW) and Vendor Selection
We developed a comprehensive Statement of Work (SoW) and identified appropriate vendors using the Quality and Cost Based Selection (QCBS) method to ensure that the right partners were engaged for project execution. - Project Management Unit (PMU) Setup
To support the implementation of these emerging technology-led projects, we established a Project Management Unit (PMU). The PMU focused on software development, testing, and facilitating the seamless rollout of technology-driven initiatives across sectors. - Expert Engagement and Research
We engaged with subject matter experts from industry, academia, and government to validate our findings. In parallel, we conducted extensive research on ministries and their affiliated bodies, with a particular focus on the budget schemes for FY 2022-23. - Workshop Curriculum Development
Based on our research and expert inputs, we developed a comprehensive curriculum for a 2-day workshop aimed at stakeholders across ministries. The workshop was designed to be delivered both physically and virtually, ensuring broad participation and knowledge transfer.
